On the morning of the 10th, the Xiamen Water Conservancy Bureau held a press conference and announced the "Xiamen Water Conservancy Development 12th Five-Year Plan Report". The report revealed that Xiamen will invest more than 30 billion yuan in "water control" to make people and water more harmonious.
"Water control" construction projects are divided into six aspects: flood control, drought relief and disaster reduction, water resources guarantee, farmland water conservancy construction, water environment protection, and waterfront landscape. Among them, there are 123 key water conservancy construction projects with a total investment of 34.655 billion yuan, and a planned investment of 31.874 billion yuan during the "12th Five-Year Plan".
100,000 people's drinking water safety has not been solved
At present, the city's water conservancy infrastructure is still weak. By the end of 2010, 36,800 mu of farmland in the city had no irrigation facilities or incomplete supporting facilities, and many projects were "sick" and lacked drought resistance. Droughts occurred three times in the autumn and winter of 2007 and the spring and autumn of 2009.
It is also worth noting that the water quality and water ecology are deteriorating. At present, the drinking water safety of more than 100,000 people in the city has not been solved.
In some areas, the water quality and water environment have deteriorated, and the water pollution in some sections of the upper reaches of Beixi River has become increasingly serious. The water quality of important drinking water sources such as Tingxi Reservoir Group and Shidou Bantou Reservoir has basically reached the Class II water quality standard, but the water quality has been declining year by year, and the degree of eutrophication has been increasing year by year.
In addition, there are still problems such as the neglect of water landscape construction in the development of engineering construction areas, imperfect water resources supervision and non-engineering measures for water engineering construction, low water resources security level and utilization efficiency, and imperfect flood control and disaster reduction system.
Three major regions create a water management network
The overall layout of water conservancy development in the city is divided into three areas according to the ecological, environmental capacity and resource conditions of different regions in our city: improvement area, expansion area and protection area.
The improvement area is Xiamen Island. The expansion area is the area of the four main urban areas outside the island. With Xinglin Bay, Maluan Bay, Haicang Bay, Huandong Sea, the middle and lower reaches of Dongxi Creek, and the middle and lower reaches of Jiu Creek as the center, a safe and reliable flood control, drainage and tide prevention and disaster reduction system will be built, water resources will be rationally allocated, and water bodies will be used to create a waterfront landscape system. The protection area is the mountainous area in the northern suburbs of Xiamen. With reservoir risk prevention and reinforcement, water source protection, water-saving irrigation, and ecological conservation forest construction as the main contents, a water source safety protection network and ecological barrier will be built.
Recycled water utilization rate of 10% in 2015
The report also proposed that during the "12th Five-Year Plan" period, Xiamen will focus on ecological protection and accelerate the construction of water ecosystem protection projects.
In terms of rural drinking water safety, our city will accelerate the implementation of the tap water network extension project and strive to solve the drinking water safety problem of nearly 100,000 rural areas outside the island within the coverage of the municipal water supply network.
In terms of water conservation in life, water-saving appliances will be promoted and "multiple uses of water" will be advocated. We will promote the recycling water utilization project in a planned way, and strive to achieve a recycling water utilization rate of more than 10% in cities by 2015. At the same time, we will actively carry out pilot projects for seawater desalination and rainwater utilization projects, and intercept, store, collect and utilize unconventional water resources.
Total water use control will be strictly implemented
Xiamen will implement the strictest water resources management system, clarify the "red line" for water resources development and utilization, and strictly implement total water use control.
Specifically, we will improve the water resources demonstration system for construction projects, and order all those who start construction or put into production without authorization to stop. At the same time, we will establish a pollution restriction system for water function zones, clarify the "red line" for pollution restriction in water function zones, and strictly control the total amount of pollution discharged into rivers.
Water function zoning will be carried out for various water bodies such as rivers and reservoirs. According to the water function zoning, the pollution absorption capacity and total amount of pollution control of each river section will be determined, a consent system for sewage outlets into rivers will be established, real-time monitoring of important water function zones and important sewage outlets into rivers will be carried out, and protection measures for various water function zones will be formulated.
Important drinking water sources are monitored automatically 24 hours a day. By 2015, the water quality of major rivers and reservoirs has been significantly improved, the monitoring rate of the city's water functional areas has reached 80%, and the water quality of major drinking water sources has fully met the standards.
